What is a PILOT Program?
The PILOT program is a voluntary arrangement made by non-profit hospitals to make payments in lieu of property taxes to the cities in which they are located. A number of the nation's elite hospitals and educational institutions currently participate in PILOT programs. Policy Matters Ohio is a non-profit policy research organization commissioned by Jim Rokakis to research issues related to the development of a PILOT program within Cuyahoga County.

What does the PILOT Program mean to Cuyahoga County?
The estimated value of property-tax exemptions for the major hospital systems in Cuyahoga County is substantial. The County's two major private non-profit hospital systems are the Cleveland Clinic Health System and the University Hospitals Health System. Both CCHS and UHHS benefit from substantial state and local tax exemptions.
